So the guy is obviously not the most experienced poker player out there; he doesn't play for a living, and he has 2 WSOP cashes. So we have two choices:

1) He's a flaming asshole who did this on purpose to piss people off, and knows full well that it's ridiculous to ever tank in a situation like this

2) He's a fish who has never been in a high pressure situation like this before for this kind of money, and doesn't understand fully the etiquette of it all

My guess it's probably a bit of both, but mostly #2. I also understand that the "tanking" was measured in seconds, not minutes or anything ridiculous, FWIW.

It's also seems like a pretty silly thing for people to get bent out of shape about. Whether he's a dick or a fish, this is a pretty trivial thing to me.
