They aren't "reopening" it. It was never closed. They haven't even really looked at the emails yet. So they have no idea what they are dealing with. Besides, the FBI is not supposed to influence politics. Making a statement like Comey did was unheard of. Especially 11 days before a Presidential election.

The letter was not for public consumption, and the terms it used were essentially legal nomenclature designed for digestion by an audience with extensive legal experience. Congressman Cheffetz proceeded to grossly misinterpret the contents and present a narrative so corrosive and shocking that it literally tanked the fucking market and quite possibly threw the election. Remember; people are voting right now.

This is not the way the FBI is supposed to handle things like this. He screwed it up from day 1. Comey was damned if he did this, damned if he didn't. He brings this up, he looks bad. Hillary gets elected and he ignores these emails, and says nothing, he looks bad.
