The sad thing is that all of this NGO fraud can be brought down to basically zero by making various reforms.
First, they should operate under strict rules. Opening hours should be posted clearly and strictly followed. Doors should always be unlocked. On-the-spot inspections should be done unannounced, with full access to all of their books. Penalties for fraud should be extremely stiff, including high fines and asset forfeiture.
Second, these should not exist in metro areas. Most of these services should be run by the government, and private entities simply should not be allowed to collect government funds. If necessary, they can be run at the local or state level, and then billed to whatever government would normally pay for it.
There should not be NGOs running healthcare, daycare, driving services, etc. These services should be government-run as needed. I'm not talking about socialized medicine, but rather making the government the provider of services they've been paying for anyway.
It's ridiculous that some asshole can set up a daycare, claim to be taking care of 99 kids, and billing the government for big $$. Even with inspections, Somalis could just cycle some kids through for appearances sake, and keep up the scam.
There's a huge loophole presently which works like this:
1) "I'm poor and I need services" and/or "I'm poor and my kid needs special services such as daycare or autism support"
2) "My friend/relative can provide some of these services I need and has set up a business to do so"
3) Friend/relative gets direct government payment to provide services to the people in #1
4) The services actually provided are a tiny percentage of what gets billed
5) Everyone profits
The entire system is broken. The Somalis are just the ones taking the most advantage of it, per capita.

It admits that the place was already under investigation going back years, and while "no kids here" didn't seem to be one of the suspicions, they did have unlicensed substitute teachers there, as well as a problem to where staffers/teachers did not know most of the kids' first and last names.
