Per traffic rules, he was definitely supposed to make a complete stop at that stop sign.

To me, it clearly looks like he goes well past the "line" where he should make a complete stop, then attempts to briefly "slow down" after he is 5-10 yards past the line. It's difficult to tell exactly due to the angle and the movement of his phone.

He must have been distracted knowing the 10's of thousands he lost there previously can't even buy him a good parking spot lol
